The problem/opportunity being addressed:

The drilling industry is very diverse and distance-challenged. Most drilling industry personnel work in isolated regional areas across state boundaries and the location of their work frequently moves with contractual changes.
Individuals seeking assessment against the Drilling qualification competency standards require a licensed assessor to travel to these remote locations with paper based assessment tools. Double entry recording of results is then required when the assessor returns to base.

Assessors currently transport laptops and/or paperwork to these remote sites. The use of mobile assessment technologies would metaphorically and literally lighten the load of assessors on-site supporting the workforce development needs of the drilling industry.



The learners/clients and how they will benefit:

The Drilling industry supports a range of other complex industries including energy, mining, civil construction and water, directly employing a minimum of 40,000 personnel scattered over every corner of Australia, and off its coast.

The learners from these industries include apprentices, mature age and geographically isolated employees who wish to acquire nationally recognised qualifications in order to tender for work.
This project provides the opportunities to be effectively assessed on-site allowing a range of competencies to be captured electronically in every day work practices /situations as required by the industry?s assessment guidelines.


How the training is currently delivered:

There are approximately 100 drilling industry assessors who perform on-site assessments against the drilling industry competency standards dependent on a paper based school model.

Current practice is reliant on the use of hard copy assessment tools. Assessors are required to carry laptops and/or paperwork into remote locations to undertake assessments and this in itself incurs issues due to weight and space consideration on small planes. This cumbersome process then continues where double entry recording of results occurs and mailing by post the completed documentation.


How the innovation will change current delivery:

The implementation of a computer based assessment model will result in effective and efficient workplace assessment. The Apple iPhone will provide quick easy access to assessment tools and will store evidence such as video, images, job task sheets and record assessments as they happen. This information will then be emailed back for upload to the company?s management system as soon as the phone is within network coverage.
This mobile technology using iQTI Player will create educationally appropriate, time effective, cost effective and weight effective assessment processes on site wherever that may be.

The model will assist assessors across the industry to better utilise existing assessment tools ultimately increasing the industry?s ability to develop skilled and qualified drillers and supervisors.
